§ 1004. Cul-de-sacs.

Except where topographic or other conditions make a greater length unavoidable, cul-de-sacs or dead-end streets, will not be greater in length than six hundred (600) feet if possible. They shall be provided at the closed end with a turnaround having a property line diameter of at least one hundred (100) feet, with an outside pavement diameter of at least eighty (80) feet.
